For this purpose, I carefully examined the records in the 80th, 100th, and 120th anniversaries of the “Tokyo Metropolitan-Yoikuin”, the Monthly Report on the History of the “Tokyo Metropolitan-Yoikuin” and the “Aijino-ie” Histories, as well as the descriptions in publications on "war orphans. As a result, it was found that the role of the “Tokyo Metropolitan-Yoikuin Foster Home” was affected by the difficulty of communication between the “Tokyo Metropolitan-Yoikuin Foster Home”, which was the main body of activities, and the related departments. In addition, there was a lack of clarity regarding where responsibility lay for the protection and treatment of war orphans and other juveniles. Because of the cruelty of the war orphans' experiences, it is difficult for them to tell their stories within their families, and some people feel that they will not tell their families about their experiences and will take them to their graves. Seventy-six years have passed since the end of the war, and those who have experienced it are aging, making it difficult to tell their stories and to listen to them.
