For this purpose, I carefully examined the records in the 80th, 100th, and 120th\nanniversaries of the “Tokyo Metropolitan-Yoikuin”, the Monthly Report on the History of the “Tokyo\nMetropolitan-Yoikuin” and the “Aijino-ie” Histories, as well as the descriptions in publications on \"war\norphans. As a result, it was found that the role of the “Tokyo Metropolitan-Yoikuin Foster Home” was\naffected by the difficulty of communication between the “Tokyo Metropolitan-Yoikuin Foster Home”,\nwhich was the main body of activities, and the related departments. In addition, there was a lack of\nclarity regarding where responsibility lay for the protection and treatment of war orphans and other\njuveniles.\nBecause of the cruelty of the war orphans' experiences, it is difficult for them to tell their stories\nwithin their families, and some people feel that they will not tell their families about their experiences\nand will take them to their graves.
